I loved how the black dragon scale gown turned out - so I wanted to do this in a bustle design with the silver fabric I had as well.  This bustle has tons of dragon scales down the back and a black crushed tulle layer as well.  The waistband has a hook and eye closure. 
 
The bustle has been made with room at the waist to layer over other items. It is shown on a G1/G2 Monster High doll.  It will fit certain other G3 dolls as well, but may fit higher on the waist depending on what you are layering it over.
